Export Compliance

What needs to be in place before you move forward?

GRG supports the planning, documentation, and internal processes needed to manage export compliance responsibilities. We work with client compliance teams, legal counsel, and qualified specialists to define requirements and organize the work.

GRG provides advisory, documentation, and coordination support. We help clients understand what is required, organize the relevant information, and work with the responsible parties — including legal counsel and qualified specialists — to move the process forward. Legal advice, formal determinations, required authorizations, and regulatory filings remain with the appropriately responsible parties. GRG manages its own compliance responsibilities separately; clients retain theirs. Registration alone does not authorize an export. GRG does not transfer its registrations or authorizations to customers, and does not provide legal representation or guarantee approvals, exemptions, or access to foreign markets.

Scope and responsibilities

What We Do

  • Help clients identify applicable regulatory frameworks for their products, technologies, and transactions.
  • Organize technical information and coordinate classification and licensing reviews with responsible specialists and counsel.
  • Develop compliance program documentation: procedures, recordkeeping frameworks, end-user and end-use documentation, and staff guidance.
  • Support training and implementation so teams understand assigned responsibilities and can put agreed procedures into practice.
  • Coordinate with client compliance teams, legal counsel, and qualified specialists throughout the process.

What We Do Not Do

  • Provide legal advice or legal representation.
  • Make formal jurisdiction or classification determinations — those require the responsible specialist or counsel.
  • File applications or submissions on behalf of clients.
  • Guarantee approvals, exemptions, or access to foreign markets.
  • Transfer GRG's own registrations or authorizations to customers.
Our Process
  1. Step 1

    Initial Assessment

Review the client's products, technologies, transactions, and current compliance posture. Identify the applicable regulatory frameworks and the scope of work required.

  2. Step 2

    Classification Review

Organize technical information and coordinate with the responsible specialists and counsel to support jurisdiction and classification determinations under ITAR and EAR.

  3. Step 3

    Gap Analysis

Compare current documentation, procedures, and practices against applicable requirements. Identify gaps and prioritize improvements.

  4. Step 4

    Program Development

Develop or update compliance program documentation: written procedures, recordkeeping frameworks, end-user and end-use documentation, and staff guidance materials.

  5. Step 5

    Training & Implementation

Help teams understand assigned responsibilities and put agreed procedures into practice. Coordinate with counsel and specialists as needed during implementation.

  6. Step 6

    Ongoing Support

Provide continuing advisory and coordination support as requirements evolve, transactions change, or the compliance program needs updating.

Regulatory Framework

ITAR and EAR requirements depend on the item, technology or service, transaction, destination, end user, and end use. Items subject to the EAR may be listed on the Commerce Control List or designated EAR99.
